Chile is one of the top 20 best countries for doing business, according to the World Economic Forum’s (WEF) 2009 Global Enabling Trade Report.
The report, published for the second time, included 121 economies, assessing the institutions, policies, and services they offer to facilitate the flow of goods across borders. In WEF’s 2008 analysis Chile ranked 27th, but this year it jumped to the 19th position, beating out Spain, Italy, Japan, and China. The improved ranking comes despite greater caution in the business community and a world-wide tendency to strengthen trade barriers due to the current economic slump.
Each country was assessed according to factors such as market access (in which Chile ranked third), border administration, transport and telecommunications infrastructure, and the general business environment. Chile’s worst ranking, 43rd, was due to the poor quality of transport and telecommunications infrastructure and services.
Still, Chile is far ahead of other South American countries and is followed by Uruguay (51), Panama (53), and El Salvador (56). South America’s largest economy, Brazil, ranked 87, while Argentina lagged behind in 97th place.
The report stated Chile was the region’s leader “by a considerable margin,” adding, “this excellent example is not surprising, given Chile’s role as the leading example for Latin America, in respect to how to gain from global trade and investment networks.”
The WEF emphasized that Chile demonstrated a commitment to opening up its trade borders, reducing complicated tariffs, and successfully negotiating access to foreign markets for exports. Singapore, Hong Kong and Switzerland occupy the three top spots in the report, while the United States is 16th. The WEF said that the results mirrored the openness of Singapore and Hong Kong to international trade and investment, while the position of the U.S. was affected by fears of crime and terrorism.
The Geneva-based World Economic Forum is an independent international organization to promote research and dialogue among businesses and government leaders.
